The one thing automated camerawork must never do is move while the room is watching. Tally is the switcher's own word for which camera is live, and reading it is what lets prepared camerawork be trusted in a production where somebody else is cutting.
While a camera is on program, it holds. A cue that would move it waits for the cut rather than fighting it, and the instant that camera is clear it does what the production asked. The person on the switcher keeps cutting exactly as before.
Cameras that are clear of the cut use the same knowledge in the other direction. A camera nobody is watching can be sent to where the next moment needs it, so the cut lands on a shot that is already composed instead of one that is still arriving.
This runs today with a Blackmagic ATEM. The other switcher paths (vMix, OBS, TriCaster, Ross, NDI tally) are planned, and each row on the integrations page states its status. Without an ATEM, your production team decides when a camera moves and the software moves it when asked, which is the same rule a camera operator works to.
Setting it up is short. The software reads on-air status from the ATEM over your production network, and each camera is matched to the switcher input it lands on. Camera video keeps going straight into the switcher, as it always has.
Tally awareness takes the switcher away from nobody. The software never cuts, never chooses what goes to air and never overrides the person on the switcher. It reads one fact, which camera is live, and uses it to keep the camerawork out of the way.

What happens to a cue for a camera that is on air?
It waits. The camera holds still for as long as it is on program, and the cue runs the moment the cut moves away from it. The switcher operator does nothing different.
Does the software cut or control the ATEM?
No. It reads on-air status and nothing more. The person on the switcher cuts exactly as before, and the video path through the ATEM does not change.
